Future state we anticipate approximately 10 users would be adding and editing content.

No, this would not be a dedicated individual.

Is there an existing Brand Identity sytsem and guidelines for the Brandon Blackhawks, or is creation of that considered to be within scope of this project?
A brand identity/style guide/design system would be welcomed as a consideration should it be included in the bid.

I do not have that information available at this time.

The RFP states: "Develop a cohesive design system for the Main District Site, Central Office services, Board of Education, Athletics, and 4 School Sub-sites". Is the expectation that these will still remain sub-sections of one main District site, or each be broken out into separate sites with a shared design language?
We will consider both directions from a bid proposal.

Beyond applicable state and federal laws, are there any specific security or privacy guidelines or regulations which must be adhered to? (ISO 27002, etc)
These are stated in the RFB document.

It appears the existing website connects to a number of third party tools (e.g. MIStar Student & Parent Portal, Classlink, Frontline, etc) are those items considered within the scope of this project and to be replaced, or out of scope?
Out of scope, those existing systems will be linked to via the new site.

The RFP states: "Three (3) examples of school district websites or equivalent that you have designed, including links." Would individual, schools, universities and other educational institutions (rather than school districts specifically) suffice?
Yes.

We do not have this defined as a selection factor.

We are looking for an ADA compliant site that is maintainable by district staff.

We do not have a specific policy for our web presence.

We do not anticipate that need currently.
