  1. Solicitation type & award basis
    The documents reference both an RFB and an RFP. Please confirm the official solicitation type and whether award will be based on best value or price-driven evaluation, and which criteria will control in the event of conflicts.

Please consider it a RFB (Request for Bid)

  1. Accessibility compliance scope
    When stating “WCAG 2.1 Level AA for all digital content,” does this requirement apply to all existing legacy content (including PDFs and historical documents), or only to new and migrated content included in the project scope?

Legacy content can be migrated and set as “archived” content without conversion.

  1. ADA Title II deliverable
    What specific deliverables are required to demonstrate ADA Title II compliance (e.g., VPAT, third-party audit report, internal attestation)? Is an independent accessibility audit required as part of acceptance?

Not required but it would be a desirable option for us to consider.

  1. Ongoing accessibility responsibility
    After launch, is the vendor expected to provide ongoing accessibility monitoring and remediation, or will responsibility transition fully to District staff following training?

We would consider both options as viable

  1. Content migration volume
    Can the District provide an estimated content inventory (approximate number of pages, PDFs/documents, and media files) to be migrated and reviewed for accessibility?

Current content is viewable to the public on the website.

  1. Integration depth clarification
    For referenced systems (MISTAR, Google Workspace, ParentSquare, calendars, emergency alerts), please confirm whether integrations are expected to be simple links/embeds, data synchronization, or API-level integrations with authentication.

These are simple links to ancillary systems and services.

  1. CMS & hosting expectations
    Does the District have a preferred CMS or hosting model (vendor-hosted vs District-managed), or should vendors propose solutions? Are there any security, data residency, or state policy constraints that must be met?

We are open to proposed solutions, preference is it is hosted off premise. Where applicable compliance with FERPA and SOPPA must be maintained. 

  1. Staff directory & anti-scraping requirement
    The scope references preventing harvesting of staff email addresses. Is this requirement satisfied via obfuscation/configuration controls, or is a more advanced anti-bot solution expected?

We are open to all solutions offered by the bidding entity.

  1. Acceptance criteria & go-live requirements
    What conditions must be met for final acceptance and go-live (e.g., UAT sign-off, accessibility validation, performance benchmarks)?

We would like to have stakeholder and user acceptance sign-off.

  1. Phased launch flexibility
    To mitigate risk and meet the August 14, 2026 deadline, would the District consider a phased launch (district site first, school sub-sites following), provided accessibility compliance is maintained?

We would prefer all sites to launch simultaneously, bidders may propose an alternate completion timeline that still meets our April 26 2027 hard deadline for compliance.
